Academic Council

Scientific Council of the Institute considers main scientific, organizational, and personnel problems.

The Council is elected for five-year term after elections of the director by general meeting (Conference) of scientific staff, including only persons with scientific degree, by a simple majority of voices.

The Council can also include scientists that do not work at the Institute. Without elections, the Council includes members of RAS (with their consent), working in the Institute. By the position, the director of the Institute (or acting director) and scientific secretary of the Institute are also members of the Scientific Council. Scientific secretary of the Institute is simultaneously the scientific secretary of the council.

The Scientific Council is competent to make decisions if no less than two-thirds of its members are present at a session. Decisions of the Council are accepted being voted by more than a half of members present at the session, with the exception of cases when regulations provide otherwise.

Decisions of the Scientific Council are accepted after open voting, if the Council will not decide to take a secret vole. All personnel problems in sessions of the Council are resolved by secret voting.

Academic Council:

  • Elaborates and approves plans of research according to annually elaborated plans of basic and search studies within the frames of the long-term program of basic scientific research in Russian Federation;
  • Discusses and approves reports of the director of the Institute and of heads of structural subdivisions on results of research works;
  • Discusses and approves most important results that will be represented in an annual report of the Institute;
  • Discusses actual problems of the development of science, listens scientific reports and communications;
  • Nominates scientific works, inventions, and other achievements for medals and prizes, recommends candidates for awarding with scientific and honorary titles;
  • Elects heads of structural subdivision and researchers recruited by competition;
  • Elects editors-in-chief of publications established by the Institute and approves editorial board members presented by the director of the Institute;
  • Estimates the results of the research of the Institute as a whole and of its scientific subdivisions;
  • Determines principles of the logistics of research and scientific-organizational activity of the Institute;
  • Approves decisions on the establishment of periodicals, on publication of the results of the research as books, monographs, continued publications, or other publications in paper or electronic form (including publications in the site of the Institute, and in the Internet) accepted by the editorial and publishing council of the Institute
  • Considers other problems referred to its competence by legislation of the Russian Federation and Statute of the Institute.
