CODE OF ETHICS

The given regulations are a set of ethical rules to be followed by the editorial office in the course of its activity.

The editorial office commits itself to meet the needs of readers and authors respecting their rights and legitimate interests. In its everyday work, the editorial office closely collaborates with authors, readers, reviewers, willingly implementing new approaches and readily adapting new promising working methods. The editorial office regularly analyzes the efficiency of its activity.

Intellectual work of scientists is considered as the greatest value, all the decisions are made in terms of the necessity of assisting the authors to improve their research work. The editorial office bears responsibility for the quality of scientific articles published, as well as supports the initiatives aimed at decreasing the number of incorrect actions of researchers and violations of ethical norms.

The procedures of admitting, reviewing and publishing of a scientific article are open. The editorial office promptly informs the authors and other specialists concerned about all the changes of the existing rules. Persons involved in the process are to explain any departures from the set procedure.

The editorial office accepts for consideration the manuscripts that correspond to the scientific area of the Journal, use typography according to the set rules, and present all the necessary accompanying documents. Violation of any of the above-mentioned requirements is considered as the ground for rejecting the submission. At this stage, the author shall not receive a rejection on any other basis.

The decision of the editorial office on whether to publish an article or decline it is based solely on the quality of the submitted scientific material. The policy of the Journal rules out the possibility of commercially-based influence on the results of the expert judgment and disclosure of the decision on the article acceptance/rejection.

The editorial office provides high quality of the published material by using a multistep system of reviewing the submitted materials and checking carefully that those manuscripts which were not reviewed or received negative expert evaluation are not published.

The Journal editorial office actively attracts the scientists from various scientific institutions to become the reviewers. Such activity is caused by understanding of importance of the reviewing procedure as a part of the scientific process.

Membership in the editorial board is regularly renewed and expanded on the basis of bibliography analysis and suggestions of the current editorial board members, acting reviewers, and authors.

The editorial office provides reviewers with all the necessary information on their rights and duties, as well as on the procedure of reviewing and requirements to a review. Reviewers are informed in a timely manner about any changes in the Journal's editorial policy and tasking.

The reviewers are selected taking into consideration the possibility of receiving high quality expert evaluation of the scientific material. In order to provide impartiality of the scientific work quality assessment, the editorial office assigns reviewers with no personal interest in publishing of a certain article or in its declining. In case of the conflict of interests, the expert is to notify the editorial office about it and refuse to review a manuscript.

The editorial office demands that the reviewers check the manuscripts for plagiarism and false data, as well as notify about any violations of the ethical code by the authors. Reviewers also have to check whether the data described in the submitted articles were obtained as a result of the research conducted in accordance with the International scientific society principles.

The editorial office strives for the expert review to be fair, impartial and timely. The office reserves the right to cease collaboration with the reviewers carrying out their duties with low quality, incorrectly or behind the deadlines.

The editorial office is responsible for the personal information privacy of authors and reviewers, as well as for non-disclosure of other information received in the course of the publication procedure.

For the purpose of preventing violations of the intellectual property laws, all the materials submitted for reviewing are subject to plagiarism check. In case of necessity, the editorial office renders assistance to authors whose property rights are infringed.

The editorial office acts firmly in case of revealing the facts of the ethical code violation by the authors. This relates to both published and unpublished materials. In the stated cases, the editorial office declines publishing of the material, demands response from the violator and undertakes all the necessary activities to provide the proper investigation of the incident.

Negative result obtained by the author during the research does not impede its publication in the Journal. The editorial office encourages scientific discussions and exchange of opinions on the pages of the Journal.

The editorial office is ready to consider constructive criticism regarding the articles published in the Journal. In case of critical response to the published materials, the author has the right to respond to the opponent on the pages of the Journal.

The editorial office reacts to the constructive remarks from readers, authors and reviewers on timely basis, taking into account their recommendations in order to improve the effectiveness of the editorial office' activity and the publication process.
